Recognising letters and reading are different tasks
A learner may name letters in order but hesitate when they appear in a word. Another may recite a familiar passage from memory without following the printed text closely. Both are useful information, but neither alone tells you which course fits best.
In a placement conversation, explain what the learner can do without prompts. Can they recognise a letter out of sequence? Follow vowel marks? Keep their place on an unfamiliar line? A teacher can choose suitable examples rather than expecting a family to conduct a formal assessment.

A useful example to discuss
Suppose a learner reads a familiar line confidently but guesses when the same letter forms appear in a different order. Repeating the familiar line faster will not necessarily resolve that difficulty. A teacher might isolate a small combination, demonstrate it and then return to a fresh line.
By contrast, a learner who decodes the line accurately but needs help with a recurring recitation feature may benefit from focused Tajweed support. These observations help distinguish script work from pronunciation work without attaching a fixed label to the learner.
